How to get your WhatsApp Business API account approved: a step-by-step guide

What Meta actually checks, the documents to have ready, and the four places approvals usually stall.

Getting onto the WhatsApp Business Platform is less a single approval than a short sequence of them. Most of the frustration people describe comes from not knowing which step they are on, so this guide walks the sequence in order and names what stalls at each point.

Two things worth saying before we start. First, nothing here needs a developer: the whole flow is a series of forms and a phone verification. Second, the parts that take time are Meta's checks, not your provider's, so no platform can honestly promise you a fixed approval time.

What you are actually applying for

Three separate things get mixed up in most explanations.

A Meta Business Account is the container that owns your assets: ad accounts, Pages, catalogs and, once you have one, your WhatsApp Business Account. If you already advertise on Facebook or Instagram, you have one.

Business verification is Meta confirming your business is a real registered entity, by checking documents against public records. It unlocks higher limits and is required for several features.

A WhatsApp Business Account with a registered phone number is the thing you send messages from. Each number carries its own display name, quality rating and messaging limit.

You can start messaging before business verification finishes, at a lower limit. That surprises people who assume they are blocked until everything is green.

Before you start: what to have ready

Gather these first. Hunting for them mid-flow is where a fifteen-minute setup becomes a two-day one.

  • A phone number you control that is not currently active on the WhatsApp app or the WhatsApp Business app, and that can receive an SMS or a voice call.
  • Your legal business name, exactly as it appears on your registration.
  • A business registration document: incorporation certificate, GST registration, business licence, or the equivalent in your country.
  • A business email address on your own domain. A generic Gmail address makes verification harder than it needs to be.
  • A website that mentions your business name and ideally the same phone number and address.
  • A utility bill or bank statement in the business name, for address confirmation.

The single most useful preparation step is making these consistent. Verification compares the name, address and phone number you submit against what it can find about you elsewhere. A company registered as one name but trading under another, with a third name on the website, is the most common reason a check comes back unresolved.

Step 1: connect your number

Inside HeloFlow, the connection flow opens Meta's own embedded signup. You sign in with the account that owns your business, pick or create the WhatsApp Business Account, then enter the number.

Two decisions matter here.

New number or existing one. If the number is currently on the WhatsApp Business app, you can migrate it, and it keeps its display name and its customers' existing threads on their side. What you lose is the chat history stored on that phone, so export anything you need first. If that history matters more than the number's familiarity, start with a fresh number instead.

Display name. This is what customers see. Meta requires it to relate clearly to your business; a name that is only a product, a slogan or a keyword tends to be rejected. If your registered name and trading name differ, use the trading name people would recognise and be ready to show it in use on your website.

You verify the number by SMS or voice call, and it is live on the platform.

Step 2: start business verification

Verification runs in the Meta Business Manager under Security Centre. You submit your legal name, address, phone number and a document, then wait.

What determines the outcome:

  • The document must show the exact legal name you typed. A shortened form, a missing "Private Limited", or a different spelling is enough to fail.
  • The address must be the registered one, not your current office if they differ.
  • The phone number should be findable — on your website, on your registration, or in a public directory.

If it is rejected, you can appeal and resubmit. Read the stated reason rather than resubmitting the same pack: the reason is usually specific.

Step 3: get your first templates approved

Any message you send to a customer outside a 24-hour window since their last message must use an approved template. This is the step that catches people out after a smooth setup, because it has its own rules.

A template is submitted with a category — marketing, utility or authentication — and Meta reviews both the text and whether the category fits. Utility templates about an order or an appointment go through easily. Marketing templates get more scrutiny, and a utility-looking template that is really promotional will be recategorised or rejected.

Keep the first batch small and obviously legitimate: an order confirmation, an appointment reminder, a delivery update. Once those are live, you have something to send while you work on the marketing ones.

Step 4: open the messaging window properly

Your number starts with a limited number of business-initiated conversations per day. The limit rises as you send successfully to more unique customers and your quality rating stays healthy.

The rating comes from how recipients react. Blocks and reports lower it; replies and no reaction keep it steady. A low rating drops your limit, and sustained problems can disable the number.

This is why opt-in discipline matters more than volume. A list of people who asked to hear from you will lift your limits. A bought list will lower them, and no platform can protect you from that.

Where approvals usually stall

Name mismatch. The legal name, the document and the website do not agree. Fix the inconsistency, then resubmit.

The number is already on WhatsApp. Either delete the account on that number first, or migrate it deliberately, accepting the local history loss.

Display name rejected. Use a name that clearly identifies your business and appears publicly in that form.

Template rejected for category. Read it as feedback about the category, not the wording. A promotional message submitted as utility fails on that alone.

A realistic timeline

Connecting a number and sending a test message takes under an hour once the documents are to hand. Template review is usually quick. Business verification is the variable: it can complete quickly or take several days, and an appeal adds another round. Anyone promising a fixed number is guessing.

The practical approach is to connect the number, get two utility templates approved, and start using the channel with customers who message you first, while verification finishes in the background.
